Born on June 5, 1957, in Tashkent into a family of military personnel. His stepfather, Lev Tvatrosovich Kheruntsev, was of Armenian descent. He was a civil aviation pilot and flight engineer.

After graduating from school, he studied at the Faculty of Philology of the Tashkent State University while working as a lighting technician at the "Uzbekfilm" film studio. In 1986, he graduated from the screenwriting faculty (V.K. Chernykh's workshop) of the All-Union State Institute of Cinematography. In 1983, his film "Lestnitsa v dome s liftom" (Stairs in a House with an Elevator) (directed by Aman Kamchibekov) won the top prize in the best short film category at a youth film festival in Moscow. The director lived in Moscow for 15 years and worked at the "Mosfilm" studio.

From October 1999, he served as the director of the "Uzbekfilm" studio, and from 2004, as its artistic director.

Yusuf Sulaymonovich is the director and screenwriter of the first Uzbek series: "Domla" (1994) and "Tartib" (1997).
